If it's in task manager it's running. It just isn't displaying a window. 

Solution:
1. Press key: Alt+Tabing to MSpaint program.
2. Press key: Alt+space
3. Press key: M
4. Left click mouse and drag to the middle. Then you should see the Paint program being dragged to the sscreen.
