Use "rufus 2.18p" to write iso to usb stick.  (Have not tried rufus 3.1p yet. "p" means portable)

Partition scheme and target system type:
GPT partition scheme for UEFI
File System:
NTFS
Cluster size:
4096 bytes (default)

Check the following:
Quick format
Create bootable disk using: select ISO image file.
Create extended label and icon files.

Click "Write"
